| Second Phase Of Downtown River Precinct Project To Wrap Up In Spring 12/23/2024 Owen Sound’s Director of Public Works & Engineering Lara Widdifield told operations committee members at a Dec. 19 meeting “substantial completion” was achieved earlier in the month, but there are still a few items that need to be finished. The second phase of the Downtown River Precinct project is a refresh of the 900 block of 1st Avenue East — from near the Sydenham condo building to 10th Street.
